The vote, which was held at the board's Sept. 4 meeting, allows the Planning Board to raise comments and concerns, according to Councilwoman Ali Boak.
The Planning Board will have 60 days, including two meetings, for the project, according to Supervisor Dick Lyman.
A key step in the environmental review for the project, which calls for 44 housing units on a 29.1-acre site, is also approaching. Either the Town Board or the Planning Board could serve as lead agency for the it, according to Lyman. Traditionally, the Planning Board has served as lead agency, Lyman explained, but which board does so will depend on what the issues are.
The Town Board would need to approve a special permit for Ridge 29 while the Planning Board would give site plan approval, according to Lyman. Since both boards have to give approvals for the project, they are each considered involved agencies under the State Environmental Quality Review Act (SEQRA). As involved agencies, either one could vie to become lead agency for the review, according to SEQRA.
The proposal is from Ridge 29, LLC, which is also proposing an alternative septic system treatment. Anthony Sblendorio, a principal with the company, previously told the board about seeking approval from Westchester County's Department of Health.
Sblendorio gave a report to the town, according to Boak, who recalled that his report was “things were going very well with the health dept and that they seemed very keen to bring this kind of technology to the county.”
“They seemed optimistic,” she added.
Town Board members will try to attend the Planning Board meetings, Boak explained. She is also the Town Board's liaison to the Planning Board.
The Planning Board's next scheduled meeting is on Sept. 25 at at 7:30 p.m. No agenda for it has been posted yet.
