Mulrow replaces Larry Schwartz of White Plains, who will take a job in private industry.
Mulrow, 58, was the senior managing director in the Investor Relations and Business Development unit for The Blackstone Group, an alternative asset management firm. Mulrown has also been an advisor to New York Governors Hugh Carey, Mario Cuomo and Eliot Spitzer.
Mulrow's past government positions include working as a director of the Federal Home Loan Bank of New York, director of the Municipal Assistance Corporation for the City of New York, Director of the United Nations Development Corporation and chairman of the Westchester County Industrial Development Agency. He was also vice chair of the New York State Democratic Party.
Mulrow also serves as chairman of the Board of Sterling Suffolk Racecourse (Suffolk Downs) in Massachusetts. He received an MPA from the Kennedy School of Government at Harvard University, and a BA from Yale University.
Schwartz, the former deputy council for Westchester County, was the former secretary to Gov. David Paterson. He has been Cuomo's top aide since July 2011.
