Pound Ridge Police Make Second Arrest Made In Large NYC ID Theft Ring

A second suspect from Manhattan has been charged in Pound Ridge in what is being described as a large identity theft ring operating out of New York City and targeting Westchester residents, Police Chief Dave Ryan said Tuesday, 10 days after the first arrest was announced.

Pound Ridge Police received a complaint in July 2017 of a resident who was a victim of identity theft and had a loss of $2,500. 

Pound Ridge Police Detective Stephen Mulcahy and Police Officer Greg Walz began the investigation and, working with bank security and detectives from the New York City Police Department, were initially able to identify 58-year-old Mark Gibbons of West 143rd Street in Manhattan as the individual who entered the bank and presented a fraudulent personal check in the name of the Pound Ridge victim. 

Based on the bank video and images, as well as information gathered working with the Loss Division of Wells Fargo Bank and the NYPD, Pound Ridge Police obtained a warrant for the arrest of Gibbons.

Following that arrest, Pound Ridge Police were able to identify a second suspect. 

Working with detectives from the New York City Police Department, police identified 57-year-old Terrence Jackson of Adam Clayton Powell Blvd in Manhattan. 

Pound Ridge Police, along with NYPD detectives, picked up Jackson at his home on Monday afternoon in New York City, Ryan said. Jackson was returned to Pound Ridge and formally charged in the investigation. Jackson was processed and released on his own recognizance with a return date of Nov. 27 at 9 a.m.

Pound Ridge Police are continuing the investigation and are hoping to identify one or two other individuals who are involved in what appears to be a large identiity theft ring operating out of New York City and using information obtained from various sources to steal the identity of unsuspecting Westchester residents, Ryan said.

Ryan commended the work of Mulcahy and especially Walz in putting together the investigation and identifying the two suspects to date as well. In addition, Ryan applauded the cooperation of NYPD Police Detectives and the Westchester District Attorney’s Office as well and the Westchester Intelligence Center in helping bring this investigation to a successful conclusion.
