Police Investigate Sex Offender's Activity In Northern Westchester

POUND RIDGE, N.Y. – A Level 3 sex offender who police say violated his probation by moving into Pound Ridge without notifying them is being held at Putnam County Correctional Facility until a probation hearing is scheduled.

Pound Ridge Police Chief David Ryan said his department is working in conjunction with the Putnam County Probation Department and other agencies to determine how many violations Edward Campbell will be charged with.

He said they are still interviewing people and a hearing date has not yet been set. But, Ryan assured residents he will not return to Pound Ridge anytime soon.

The defendant was given 10 years of probation after being convicted in 2012 of having sex with a 13-year-old girl. While he could be sentenced to serve the remainder of his probation in jail, Ryan said the defendant is more likely to get two-to-seven years if they find he did violate his probation.

Campbell, 22, lives with his parents in Mahopac. He told Carmel Police he moved to Putnam Valley, and didn't tell Pound Ridge police he moved to Pound Ridge, both of which Ryan said are violations of his probation. While in Pound Ridge, he stayed with a colleague and worked as a bus boy at the new Inn at Pound Ridge.

Ryan also said Campbell had multiple cell phones, a computer and other items prohibited under the terms of his release and probation. He is accused of using them to communicate with teenage girls on Facebook and other social networking sites.

A forensics team is going through the devices to identify how many people he communicated with, which includes more than 350 teenage girls who Ryan sad “friended” him on Facebook. Campbell will be charged with a violation of his probation for each of those who he communicated with.

“We did find enough evidence in the house that it will not bode well for him,” Ryan said.

Pound Ridge police turned Campbell over Jan. 31 to Putnam County probation officers, who will now try to violate his probation.

“As a determined condition of his probation and probation as a sex offender, they can go in, take any phone, any computer, whether he owns it or not,” Ryan said. “If there are 10 guys in there with phones they take all 10, which is what we did that day.”
